Policy Development Experience

Worked on a wide variety of educational projects for state and local governments and for non-profit organizations. Key projects included work for:

•League of Innovative Educators – Design team member for an effort begun by the United States Department of Education. 2012.

•State of Colorado – Facilitated partnerships and wrote successful grant application for the office of Governor Bill Owens to the Bill and Melinda Gates Foundation on principal and superintendent leadership. ($1.3 million grant matched by $1.5 million legislative funding)

•Education Commission of the States

Future of Education Technology – Facilitated examination of and presented findings on education technology trends and their implications

Designing Second-Generation Accountability Systems – Assisted in development of school accountability models, specifically addressing technology’s impact on school culture and organization

Smart Desktop Report – Co-author of report, commissioned by the Bill and Melinda Gates Foundation, examining education portals  (vendors, state agencies, and non-profits); developed framework for “ideal” virtual instructional space for teachers

•Auburn University Montgomery – Lead consultant on eLearning policy development, 2007- 2008 GO

  1. United States Department of State  – Serbia - In cooperation with U. S. Embassy, the British Counsel, the NGO Civic Initiatives, and Serbian Ministry of Education, facilitated development of national anti-bullying policy for Serbia; Belgrade, Serbia, 2006 – 2007

     • United States Department of State - Estonia - In cooperation with the U. S. Embassy, collaborated with students, representatives of the local Ministry of Education, Tallinn School Board, school principals and educators in tolerance, diversity, teacher cultural competence, and de-segregation efforts; developed a resource collection to share and support Estonian-American communication and collaboration (visit the Wiki - GO); and presented the American experience in tolerance education at the International Conference: Tolerance in the Dialogue Between Nations, organized by the Estonian Ministry of Culture.
